windows 7 will not reinstall after a system recovery

okay... so i was on facebook and internet shut down and a page came up saying my computer was crashing i should do a system restore so i did and it will not even boot up. it keeps saying starting windows then switching to setup is starting services and a intall windows popup comes up saying windows could not complete installation. to install windows on this computer, restart the installation. how do i restart an installation if it will not boot up

can you boot into safe mode...as soon as you press the power button start tapping the F8 key about once per second...
