The only stupid question is the one that's not asked. 
This is a new laptop? The command interpreter is a very basic and necessary component of Windows. In Windows XP the file name is cmd.exe It's required to interpret and execute commands you type. It's very unusual for this to be missing or corrupted unless you have a virus, or your hard drive is dying.
Probably the easiest solution is to repair Windows XP booting from the CD. You can find some instructions on how to at this link http://www.michaelst...pairinstall.htm
