VISTA Installation file missing?

I've been trying to install TWAIN driver for a Epson 1250 photo scanner (which I did successfully several years before)
Also tried to install (driver) software for HP Laserjet M1212nf MFP

In both cases,
I got an error message: the drivers exist bit cannot be installed
An installation file is missing.

INTEL determined that my Mobile 965 Express Chipset Family is DISABLED.

In Device manager, I ran the update function-- it determined that the device is up-to-date

In the meantime, the problem continues:

With the Epson, I receive this message:
UNABLR TO ACCESS THE SCANNER BECAUSE IT IS NOT READY OR ANOTHER APPLICATION IS USING IT.

My questions
Is the Chipset the culprit?
Is there a resgistry problem?

(In the past, I've had a heyday with CCleaner Toolbox)

If I update from VISTA to WINDOWS 7, will this problem be solved in the process?

Did you make sure to download vista drivers for them?

I have since used Microsoft Fix-it to enable the Chipset


If I update Vista to Windows 7 , will I encounter the same problem?

It might help before that

right click on driver setup-properties

Click on Compatibility tab

Change the Compatibility mode to Windows XP and try installing the driver

I ran the scanner's TWAIN
in Windows XP mode-- no change

Did, and this is the response:

Windows encountered a problem installing the driver software for your device

Windows found driver software for your device but encountered an error while attempting to install it

Epson Perfection 1250

The system cannot fine the file specified (yet they do not specify the missing file!)

suggestion-- see manufacturer site- which I have also tried

I hope you have previous restore points.

Right click on this link and save it to C:\windows\inf folder

Make sure to rename the file HP210FS.inf.txt to HP1210FS.INF

Now as given in previous instructions browse to inf folder and select this file

See if that works

I tried system restore earlier today (I have restore points) but received a message that the restore was unsuccessful.
So I'll wait for your response before acting further.
