Locked out from windows 7

Hi everybody,

I tried access control panel and I got:
"This operation has been cancelled due to restrictions in effect on this computer. Please contact system admin".

Under my Local Disck (C:) --> Properties --> Security..

All the users:
Authenticated Users, SYSTEM, Administrators, Users lost all the allow permission.

But I am able to login to windows, surf the internet.

Is there any software that can allow me to modify these permission in safemode or other modes?

Hope to hear from someone.

I have also tried running cmd.exe as administrator, and ran the following and get error:
secedit /configure /cfg %windir%\inf\defltbase.inf /db defltbase.sdb /verbose

One more thing I noticed was under the windows properties security, the administrator , system, users account all does not have any control (full control, read, write, etc) are all unchecked. What should I do?

As far as i know, there is no malware because I accidentally, unchecked them earlier on and computer restarted as well.
I enabled the hidden administrator account but it lost its permissions.
