Windows Vista File taking up almost 35GB

I have an MSI laptop with Windows Vista home premium installed. I have had it for a few years and I regularly do disk clean up and run CCleaner and all that. The hard drive is partioned in to 2 parts. One is about 35GB and is C and called OS_install. The Other is E and is about 190GB. I put all my videos and music and pics on the E one. I noticed my computer was getting slower and then I got I warning low disc space on C. I checked it out and cleaned it up but it is almost completely full. I finally found it is a file in the windows file called ocsetup_install_NetFx3.etl. That file alone is 34GB. I searched on google and found another guy with the same problem as me, but he never ened up finding out a definite answer. I guess its a log file of some sort, what can I do to remedy this?

Not sure if this is the same thing but it sure seems like it: How to use the Ocsetup.exe tool to install or to remove Windows optional components in Windows Vista

Try moving the folder to your D: drive then reboot. Run for awhile. If no problems, delete it

Do you mean move it to the E drive? That's my big partition on my HD
