bought a used computer from a pawn shop 08/2012 it has a user account controll that keeps me from deleting or removing such as old security programs any programs at all and downloading any software such as norton security 360,removal tool,malware removal any anti virus programs. i have no control at all.os is windows 7

no i don't, when i try to install something i keep getting a message that it has no association or is not enabled and the dreaded one that i dont have permision?

What is the make and model number of your computer? It may have a system recovery partition on the hard drive you can use to restore it to factory new state.
