I can see how I might have confused with the rest of that info.
Basically when I'll get the black screen and mouse only first, realize it's a dead end shut it down. Upon trying again I get to a
"Windows Error Recovery" screen saying "windows failed to start. A recent hardware or software change might be the cause.
If Windows files have been damaged or configured incorrectly, Startup Repair can help diagnose and fix the problem. If power was interrupted during startup, choose start windows normally."
I'm then given the options "Launch Startup repair" (recommended) or "Start Windows Normally."
I launch the start up repair, its now in some form of windows, (but not any safe mode as I know it) it searches for problems, it can't fix them, I decline to send report to Microsoft. I can then go into system recovery options where it gives me a menu with the following.
Startup Repair
System Restore
System Image Recovery
Windows Memory Diagnostic
Command Prompt
Since I already tried the start up repair and I do not have any restore points or system images, I try the command prompt. I type in "regedit.exe".
That of course brings up the registry editor. From there I can act like I want to import a registry file and after changing the file type to "all" I can see all the contents of the C drive.

Does this sound like something I should try? I might need someone to break things down a bit further though, I might have trouble following things when it gets to setting up permissions and such.
