When you open the Network and Sharing center and click Connect to a Network does it not show the wireless router, I'm presuming she has a wireless router?
Is the wifi actually turned on on the machine?

As Wolfeymole asked: Is the wifi actually turned on on the machine?
Most laptops have a switch or a Fn key you press to enable or disable the WiFi.
