Was deff hacked....it actuallu said "youve been hacked hahahhaha" in capital letters lol. What should I do?

I know I could master reset hut I dont have windows disc. And I cant do a system restore, says system cant be restore to this point everytime.

Before we start, I need to know more info about current state of your computer. Can you please describe in details, what kind of troubles do you have? Can you boot your computer? Is Windows blocked? Or any other kind of problem?
