First and foremost, welcome to Geeks To Go's forums! I hope you stick around after we've assisted you in resolving this issue, as there is a lot of great members and information available on Geeks To Go's site. Now that the pleasantries have been said, let's take a look at your issue and see what we can do to resolve it!
STEP ONE: Gathering Intel
Alright so seeing as we can't get into windows through the normal means, that sure makes this more difficult! Now you say you can't get in through Safe Mode, correct? How about Safe Mode with Command Prompt? Also when you get to your Advanced Boot Options or the screen to select Safe Mode, do you happen to have an option for Repair your computer? How about Last known good configuration?
Please post back with your replies when you can and I will be happy to assist further from there!

Please provide information about your computer, this includes is it a notebook or desktop, is it a custom build or brand name such as Dell or HP, if it is provide the model name or series number (not serial) if a custom build post the brand and model name or number for the MB, add on video card if one is used and the PSU (power supply unit) providing these details will enable us to better assist you.
