Have you tried downloading in Safe Mode?
If you can't do that can you use another computer and follow these instructions:
Please download Farbar Recovery Scan Tool and save it to a flash drive.
Note: You need to run the version compatible with your system. If you are not sure which version applies to your system download both of them and try to run them. Only one of them will run on your system, that will be the right version.
Plug the flashdrive into the infected PC.
Enter System Recovery Options.
To enter System Recovery Options from the Advanced Boot Options:
To enter System Recovery Options by using Windows installation disc:
Startup Repair
System Restore
Windows Complete PC Restore
Windows Memory Diagnostic Tool
Command Prompt
[*]Select Command Prompt
[*]In the command window type in notepad and press Enter.
[*]The notepad opens. Under File menu select Open.
[*]Select "Computer" and find your flash drive letter and close the notepad.
[*]In the command window type e:\frst.exe (for x64 bit version type e:\frst64) and press Enter
Note: Replace letter e with the drive letter of your flash drive.
[*]The tool will start to run.
[*]When the tool opens click Yes to disclaimer.
[*]Press Scan button.
[*]It will create a log (FRST.txt) on the flash drive. Please copy and paste it to your reply.

It wouldn't let me download Safe Mode or Farbar.. I do not own another computer.

So you can access the download site but can't commence download or does it start downloading and is blocked?

Further to my last post.
Looking again at what you said I wonder whether there is some confusion.
What I meant was downloading with your computer in Safe Mode
How to get into Safe Mode
1) Restart your computer
2) After hearing your computer beep once during startup, but before the Windows icon appears, tap F8 continually.
3) Instead of Windows loading as normal, a menu should appear
4) Select the option, to run Windows in Safe Mode.
Your computer will begin to start in Safe Mode. If you are asked whether you want to carry out System Restore say no and allow it to continue to boot into Safe Mode.
Once you are in Safe Mode see if you can download Farbar Service Scanner as follows:
Download Farbar Recovery Scan Tool and save it to your desktop.

- The first time the tool is run, it makes also another log (Addition.txt). Please also paste that into your reply.

I tried to do the whole safe mode thing.. And it still would not work. I even tried rebooting twice. It just said Reboot failed.

I take if from that, that it's not just an inability to download but you can't boot the machine up either?

Your remaining option is to borrow the use of someone else's machine and download to the flash drive per my earlier instruction. Even then you may still have problems if it is hard drive failure or some such.
Worth a try though.
