Cannot set Default picture viewer

Vista operating system
Microsoft office 2007

The default picture viewer is Picture Viewer

Tried setting to open by default Microsoft Office Picture Manager but when I try to change the default to Picture Manager I get this error message:

"the file does not have a program associated with it for performing this action. Create an association in the Set Actions control panel"

How can I correct this.

What exactly are you doing? Please explain.

I would open Control Panel, Default Programs.
Click on Associate a file type or protocol with a program.
Then I would set the program I want to use for .bmp, .gif, .jpg and .jpeg.
