A little back story first, I work at a pawn shop that buys and sell used good. This HP 200-2b09wm windows 8 came in we did not get the password or any other personal information from our client. The laptop is now ready to be put out for sale and I need to do a Factory Reset on it. Everything that I have tried has failed. Can someone please help me find a way around this.

According to the Users Guide: HP 2000-2b09WM Notebook PC User guides

Using the HP Recovery partition to recover a minimized image (select models only)

The HP Recovery partition (select models only) allows you to perform a minimized image recovery
without the need for recovery discs or a recovery USB flash drive. This type of recovery can only be
used if the hard drive is still working.

To start HP Recovery Manager from the HP Recovery partition:

1. Press f11 while the computer boots.
– or –
Press and hold f11 as you press the power button.

2. Select Troubleshoot from the boot options menu.

3. Select HP Recovery Manager, and follow the on-screen instructions.

Did you try both ways? Press and hold F11 then power on the laptop?
Press F11 as soon as you see the HP logo and continue to tap it every second or so?

If yes, order the recovery DVD then. Order software and driver media
