
Computer will not boot after cpu fan error f1 to resume

Problem could be caused by, overheating, dirt and dust clogging things up, faulty CPU fan sensor, TIM no longer transferring heat due to old age, dried out or cracked,
Faulty PSU.
Please supply your full specs, including the brand/model of the psu.
What OS is installed?
Is the rig overclocked in any way?
Do you have access to a known working Psu?

Most computers are designed to shut down when they get to hot, (so it won't start a fire). Have you checked to see if the CPU fan is connected and spinning? If it is connected correctly but not spinning, it needs to be replaced.
