Problem downloading software from internet with ie10

Op Sys: Win 7 Pro

Search engines: IE 10 & Firefox

Problem: If I use firefox I have no problems at all. I can do everything reqd. If I use IE10 the problem is I cannot download any software, I get the normal eggtimer followed by the rolling doughnut then nothing. I even tried to download the Micorsoft FixIt tool but I couldn't download it. I have had the problem before but I repaired it but this time cannot remember how I did it. the rest of the computer works as normal. Appreciate your help - Thanks
