Hi Dawn and welcome to Geeks to Go forums.
This can be a troublesome error to fix, however if there is just the one problem, if you take a look here and try method 1 its likely to do the trick for you:

Please be sure to print out the instructions before you start work (maybe a chum will do this for you?)
also when dealing with Registry issues you must be careful, accurate and precise...( don't do anything that you are unsure about, as this could seriously harm your computer.
When operating within the Registry changes are implemented immediately, you are not in a familiar Windows environment where you might be warned that you are about to do something serious...
Make sure you make a Registry back up before you start work (by following the linked directions from Microsoft.)
If you are in any doubt or are not familiar with working in the Windows Registry you could consider asking your local competent computer technician to do the work for you. She or he will not take long to do the repair (assuming that its just the one fault). It would be wise to get a firm quotation before you agree to the work going ahead.

I got an error report that said error 2000-0164..how do I resolve this issue?
How did you get on with editing the Registry....? did you follow all the steps accurately and precisely?...... any troubles?
The error code you quote is often seen on Dell computers.... it usually means a hard drive problem... read/write failure
What make of hard drive is it?
Can you boot into safe mode?
