Windows 8.1 laptop suddenly slowed to a crawl

I have a Dell Inspiron 15 that is about 2 months old. It never had a problem at all and then suddenly slowed to an absolute crawl. I cannot access settings, control panel, command prompts, system restore, or refresh windows. Boot up and Shut down take about 15 minutes each. I was able to run a quick scan in Avast and it did not show any problems. It is Windows 8.1 64-bit. Intel Core i3. 4.0 GB RAM. Thank you in advance for any help someone can offer.

Well I was finally able to log into windows in safe mode by running msconfig. Once in safe mode I was able to access the refresh windows function and all seems to be working now. Lesson learned about getting a recovery drive made.
