This message means that you are trying to do what we call a "Network boot", which means, booting from your network using your Ethernet Controller. This kind of boot isn't used in home usage, but mainly in company/entreprise where new computers boot straight to connect to a remote server from where they can access an image to get an OS installed on them. To "fix" this, all you have to do is to go in your BIOS and change the boot order so your "OS Boot Manager" (or HDD) is the first boot device. Also, in order to access the BIOS, when you boot your laptop and you see the Toshiba logo being displayed, there should be instructions written around the screen like "F1 = BIOS", "ESC = Setup", etc. You are trying to look for the key that will bring you into the BIOS/Setup and then press it.
