I'm not sure how we can possibly help you with a Cydia app, and I hope you knew the dangers to using it going in. While you can legally jailbreak an iPhone, there are many things you can't legally do with a jailbroken iphone.

I don't think that I would ask for a refund, while admitting I was using an app to get free things that were not meant to be free. I would bet that you agreed to a TOS with supercell that forbid this action. Sum it up as a lesson learned and be glad you are out only 20 bucks

You must first close clash of clans (if open), Then you need to go to your "LocalAppStore" repo application settings (mine is in settings)
and turn it off along with generate receipt. Now you can re-spring your device and start purchasing ,
I would recommend purchasing the $6.49 just to make shore it is working before you purchase a more pricey one
This problem occurs when paying with iTunes credit and Money, So every time you purchase stuff make shore it is turned off.
Yes you can get a refund, But you mustn't bring up anything about a jailbroken device because that both voids your phone and your apple account and they could investigate it..
Anyways contact them and tell them that when you purchased these gems the application closed before you could cancel the purchase, You then restarted your phone and lunched clash of clans, When it loaded you had no added gems and you were happy it canceled. A few months latter you logged into your email that you only use for iTunes and you seen the receipt. Say that you are extremely let down by apples quality control and the fact is you still didn't receive the gems that were purchased.
Demand a refund or the money to be added to words your apple account, and tell them that this is fraud
