You can reset the boot to it's normal state, yes. Do you have another computer that have another version of Windows installed other than Windows 8.1?

Can you try testing the Smallball application there and see if it works?

It is so old and slow that it would take forever to download. I am not sure what the problem is but I know last week before I got  the new computer with windows 8 it worked fine. The old was only about 4 years old and had windows 7 on it.

It was never working right on the new one. Also I went into do a reset to the normal boot state but every time I think it is set back to normal startup I go back in and check and it says selective startup with a check mark next to load system services and load startup items. Thanks.

It was never working on the new one? Then I guess it's most likely a compatibility issue. Right-click on the Smallball executable file, then in the Compatibility tab, select Execute that program in compatibility mode for and select Windows 7. Then launch it.

The "Selective Start-up" is the normal boot state if you don't start certain services and programs, there's no need to change it.
