When I attach my android tablet to my television with a hdmi cable, the touch on the tablet is disabled and I cannot access anything from there to display on the tv. This has just recently started. What do I need to do to get the touch back?

If it was working okay, one way to get back to that setting would be to backup your stuff, reset the tablet back to the factory defaults, then restore your stuff.
