seems like Driver issue(may be)..
Did you install any new hardware or software(drivers)?
Especially related to network related card or driver?..
Run a microsoft hotfix it from here
save the hotfix in USB from another pc... start the infected pc in safe mode and run the fix..

If so then try a system restore first in safe mode and then try a hotfix..
