Is an IP address specific to each PC or the home?

Hello all,

I am using Windows 7 HP and IE11.

I used my laptop to buy an item from an online shopping channel, now when I go back to that website it greets me by my name even though I am not logged in.

I deleted my temporary internet files, cookies and browsing history but it still recognises me by name when going back to the website.

Customer support have ignored my email from over a week ago regarding this.

I assume it recognises me through my IP address, is that correct?

When I use my desktop PC to visit the web site it does not recognise me.

I thought the IP address would be the same for my laptop and desktop as I am using the same and only router in the property.

Any information would be appreciated.
