I tried every thing and nothing fixes the "Download Failed'. I don't know what more to do.

Which windows do you have? Which browser are you trying to use?
Have you tried creating a new user? We sometimes see a user's temp folder get messed up. If you create a new user (Control Panel, User Accounts) then logg off your account and login as the new user. Do downloads work?

Make sure antivirus not blocking the downloaded file or SmartScreen filter block,ng the downloaded file.
