Haxan, I hope you already found a way to learn web designing as you have asked this in 2017. 

 

My recommendation is to start with basic HTML and CSS and when you are familiar with them, move on to Java script. 

 

These 3 are the only things you need to design a decent looking website. 

 

Ofcourse, there are much more to web designing. If you want to make your website mobile responsive you should checkout bootstrap or materialize design librarys. They are easy to learn
