Windows 8's Advanced Startup Options menu is the central fix-it location for the operating system. From here you can access Windows diagnostic and repair tools like Reset This PC, System Restore, Command Prompt, Startup Repair, and much more.

To get to the "Advanced Startup Options" menu, see the "Method 4: Boot From Your Windows 10/8 Installation Media" section of this page: How to Access Advanced Startup Options in Windows 10 or 8

If you don't have Windows 8 Installation media, you can create a Recovery Drive for Windows 8 using a friend's Windows 8 PC. Your Recovery Drive can then be used to perform all of the diagnostic and repair functions that a full copy of Windows 8 can.

See How to Create a Windows 8 or 8.1 Recovery Drive for instructions.

I suspect that you have some malware on your computer causing issues that we are not able to solve through means we can use here in the Tech Forums. I suggest you read the 'Start Here' topic found here. With these self-help tools you have a high chance of fixing the problems on your own. If you are still having problems after following Step 3 of the guide, continue with Step 4 and 5 and post in the Malware Forum. If you are unable to run any programs, Please create a topic stating what you have tried so far and that you are unable to run any programs. Also, Please do NOT post the logs in this thread.

If you are still having issues after the malware expert gives you a clean bill of health, Please return to THIS thread and we will pursue other options to help you solve your current problem(s).

insert same windows version cd or bootable usb, after that you can refresh your windows through that, it wont delete any file from your computer but only software and installed apps.

We appreciate your willingness to help other members but can I ask that you do not offer assistance to members that have been redirected to the malware removal forums, once malware is suspected any tech topics have to be put on hold until the computer is given the all clear of malware by the security staff on those forums, this is so that we do not interfere with their work, thank you for understanding.
