Can't run avastclear.exe [Solved]

I'm running a custom built PC with Win 10 pro,500gb hdd, and 8gb ram. I'm attempting to uninstall avast free antivirus with intentions to change to Windows Defender solely. 

I have avastclear.exe on my desktop but when I boot up in safe mode and try to open the file, I get this popup message.  I would appreciate advice on how to resolve this.
