So is this why it won't do the security updates either? it keep circling back around to upgrading the whole operating system?

No, I see two updates in the log that need to be fixed but upgrading to a more recent version is a better option.

The laptop have an AMD processor? If true the BIOS update is available on this link:

BIOS updated. Drivers downloaded and installed. Updates ran again. Windows 10 April 18 version finally installed as did other 2 updates.
