I think it may be because the board software that is used for the site is now getting to be quite old, and not very amenable to some alterations, that whilst desirable may not be feasible without a complete and costly rewrite.
The site does not have "commerce" type pages so using https is maybe not quite so important as sites that deal with financial transactions... that is just my own opinion of course...

Financial transactions on any website should definitely be protected by HTTPS protocol. You are right, it's not that important on websites that do not deal with financial transactions. I just found it odd that's all, considering the general subject matter on this Forum.
