Does 144 Hz Monitor Have V-Sync?

Hello,

 

Does 144 Hz monitor have V-Sync like 60 Hz and 75 Hz monitor?

 

I was thinking if I cannot get Free-Sync monitor that supports G-Sync

maybe I could at least have V-Sync on it and hence play at higher

FPS without tearing effect.

What if I use non-G-Sync 144 Hz monitor with V-Sync or in-game frame limiter? Will I be able to limit frames to 144 Hz and play smoothly?

Vsync or Adaptive Vsync may improve the display but will not completely remove tearing or remove lag, so gaming will not be smooth.
