I have an old Dell Dimension E521, desktop PC that won't connect to my monitor. I used every VGA signal troubleshooting tip I can find with no success. So I'm wondering can I simply take the HDD out and put it into my other Dell PC and transfer the data and personal files?

Yes you can do that and transfer your data files, most programs can't be transferred this way only settings if you know where/how the programs store them...
