I don't own a smart TV but for years I have been connecting laptops to big screen TVs with HDMLs for streaming purposes.  I would like to get a streaming device that can be used as a 'stand-alone', meaning without needed a device such as a phone or computer to stream from.  What are my best options for streaming a variety of websites online?

Amazon has a $70 device that might do what you want:

 

Sony BDP-S3700 Home Theater Streaming Blu-Ray Player with Wi-Fi

 

Blurb from the Amazon ad says:

They may make a DVD player with the same features but I haven't found one yet.

There are lot of options you can choose from. From Apple TV, Amazon Fire Stick, Roku Ultra, Nvidia Shield, Chromecast etc..... all depending to your needs.
