Sound but black screen when playing Netflix or YouTube TV

When I play videos through the websites (not the apps) Netflix and YouTube TV, I get sound and a black screen. The black screen last for approximately 20 seconds then the video is displayed. 

 

Any ideas what is causing this?

 

I am running a desktop with Windows 10 Pro, all software is up to date. This happens on Chrome or Edge browser. I have only seen this happen when playing videos from Netflix or YouTube TV.

Thanks Zep - I had already disabled the hardware accelerator in Chrome last week to no avail. I just updated to the newest drive for the GeForce GTX 1660 Ti, restarted my desktop and still have the same issue. The thread you sent me to ws about 9 years old, so it looks like this issue has been going on for sometime now,
