Computer will not boot to login page

My system will not boot up.....I get flashes of my login page for like 2 seconds..flashes of light....and the hourglass..but it will not go to login page.
I am using a dell inspiron 11 3162 windows 10.
please advise how to trubleshoot.

Boot your computer into Safe Mode and perform clean boot state.
