Seems to me that the disk was replaced before the upgrade to Windows 10. When the disk was replaced, Windows 10 was installed and activated with KMS service, which is an illegal method for simple users to bypass the legal activation process. Regardless the order things happened, and regardless my assumptions, the computer right now is not legally activated. Therefore, I'm not surprised you got repeatedly infected.

 

Having said that, I recommend you buy a legal retail Windows 10 pro license and activate the operating system. After that, we can clean the computer.

I will be in a position to buy a retail copy of Win 10 during the course of this week.  

Do I need to buy a cd copy with license or just a license and then download the iso file from Microsoft,

In either case will I need to reinstall Windows 10 or can it just be repaired?

I need to know what time frame I need to allow from a work delivery perspective.

You will just change the product key. 

 

What is important for you to have in mind is that you need to buy from Microsoft directly, or from a shop/site you completely trust. There are sites claiming that they sell cheap licenses, but it happened many times to sell Volume licenses, which are not valid/legal for simple users.

Windows Home is cheaper, but with some limitations. If you choose this operating system, you will need to re-install it.
