Battery charger troubleshooting

I have an older digital camera that I haven't used in a number of years . When I went to use it, it wouldn't turn on so I figured the Li-ion battery. Was dead so I charged it. The Camera still wouldn't turn on so I figured the battery was bad and bought a new one. I was able to use the camera for about 4 hours before it stopped working. So I charged the new battery for the recommended time. After that, the camera wouldn't turn on. I checked across the terminals on the battery and got 0 volts. I plugged in the charger and checked across its terminals and got 0 volts. Does this indicate that the charger is bad?

The charger should indicate what the Output Voltage should be on the charger. Like this: 19V 4,74A 90W
