Inconsistency in Video icons

In x32Win10ProV22H2, the three settings for whether thumbnails or player-generic icons show for videos, all seem to be global : they're in 1. Folder Options;View; 2, Control Panel;System & in 3. Local Group Policy. However, on my external drive which is an SSD connected through USB, the icons are thumbnails, but on my external magnetic drive connected through SATA, the video icons are MOSTLY generic. How can THOSE generics be changed to thumbnails ?
