Rerun Latency Monitor as before but this time bring up facebook or Youtube.

 

Also let's see if we can figure out why you weren't able to install the msi file.  I assume the file is still on your desktop?  OTherwise there is no point.

 

Download the attached fixlist.txt to the same location as FRST

Run FRST and press Fix
A fix log will be generated please post that 
System will not reboot and no need to rerun FRST scan.
 
You might get some relief from adding the Ublock Origin extension to Chrome. 
 
 
Also thy the F B. Puriyt Extension
 
 
Finally run  OOSU10.exe:
 
 
Download and Save it (You will get a popup while it's downloading.  You can X out of it)
then Right click and Run As Admin.
You can allow it to make a System Restore Point if you want but there is no need.
Click on Actions then on Apply Recommended Settings.
 
Close the program and reboot.
 
Let's also run tcpview.  https://live.sysinte...com/Tcpview.exeDownload, Save and then run it by right clicking and Run As Admin.
 
Make sure Facebook or YouTube is running Then File, Save As (to your desktop), tcp , OK.  This should create a  file tcp.txt on your desktop.  Attach or copy and paste it to a reply.

I haven't installed the extensions...and the system won't let me upload the .csv file

The path would be correct if the file setup.msi was on your desktop but there is no file of that name or even with that extension on your desktop

 

Latency Monitor is not showing any delays tho your screenshots are worthless since you didn't click on the column headings to sort things with the most pagefaults or with the highest total execution.

 

I see that tcpview is now saving its file as a csv by default but you can just rename the file to tcpview.txp

 

The two extensions can make a big difference especially on Facebook.  When I was out in Colorado I stayed at a place with a 1 meg download speed.  Couldn't use Facebook at all but I put the two extensions on and was able to use Facebook normally.

I did click on the header in Latency Monitor, but everything had zeros...I renamed the file to tcpview.txp and was still unable to upload file.

I don't see any suspicious connections in tcpview.  I have seen delays caused by Dell Support Assist.  If your PC is older than about 3 years there is no point in having the service.  Dell isn't going to bother updating older PCs.  If you don't want to uninstall it you can try searching for 

msconfig

and hit Enter

 

Then look under the Services tab and see if you can find it.  If you do then uncheck it and Apply then click on Task Manager and follow the link to Open Task Manage then disable any instance of Dell Support.  Reboot and see if it made any difference.  

 

Bonjour was also reporting some errors.  You might want to update it.  I know you get a new version when you install iTunes (it remains when you uninstall iTunes)  not sure about your iCloud or IDrive stuff.  You might try blocking them with msconfig / task manager reboot and see if it helps.
