TLDR: I'm wondering if there is a way to create a WiFi signal based on a cellular connection, rather than getting a normal internet connection via cable. Don't need high data rates, this would just be for sending water meter usage to the cloud (e.g. definitely not gaming or video conferencing or even internet browsing)
More context: I have a multi-unit rental property and I'm looking into sub-metering the water usage. Many meters can report usage data in real time to the cloud, either through a WiFi or cellular connection. I currently do not have a WiFi connection at the property, and I don't want to be dependent on a tenant for their WiFi. I will likely need 6 to 8 meters, so paying a ~$5 monthly subscription for a cellular connection on each one will add up quickly to $35/month, or nearly $500/year. At that price I could activate an internet connection and get full WiFi, Since I don't need much data usage, I'm wondering if there is a cheaper and/or better option where I could pay a single low monthly LTE fee (let's say $5/month) connected to a router and then use that to create a WiFi signal that all of my water meters could connect to.
