Moto G issue

I have a Moto G. The phone seems to act weird. I'm not sure if is the WiFi mobile hotspot loaned out from the library causing the Android malfunctions. As the phone works normal all other times with data alone. When I'm watching movies on a App the phone freezes or shows system UI needs to close.

Or is it the phone going bad? At times the phone seems like static when at different times. I've tried to reset the phone as well reset the WiFi/data on system to see if it improves.
