Ghost 2003 install reboot

I am trying to install Ghost 2003 on a Windows 98 PC. Every time InstallShield starts, it brings up a popup saying reboot. The only choice is OK. Once the reboot is completed it will ask for a reboot on the next attempted install, and on and on... Any ideas?
