i have a picture, it has the perfect length by width ratio i need, now all i need to do is make it slightly bigger because when i print it it comes out about 2 or 3 centimetres too small, ive tried inserting it into a word document and converting the rulers ontop and on the sides from inches to CM but it isnt an exact measurement

ive measured it out on paper a few times, im looking to print it at around 28cm long and 18cm wide

can anyone recommend a program i can use to get this picture the correct size

You are likely to need borderless printing, whatever you set it to otherwise won't fill the page
