Just having a page up, or using the computer is not the same as "being on the internet" as far as your ISP is concerned. You need to be generating traffic, either sending or receiving data in some way. You may be able to find some kind of keep alive program that will keep you connected even when you aren't browsing or uploading or downloading.

Hi,
I'm too familiar with Windows ME, but will try and help to the best of my ability, don't worry though as there are far better tech support people here than me and if i can't help you, they can.
Anyways moving on, when did this 'problem' occur and a silly question from me but are you surfing the net when you get this idle connection message? Also have you recently installed new software(firewall included), hardware?
I am also assuming that you are using a 56k(or less) dial up connection if not please ignore the rest of this post.
Some things to try:
Turn off your PC and modem, make sure all physical modem connections are securely attached to your PC and start them up again.
Make sure there is no interference on your telephone line(crackling etc).
Checking with you ISP to make sure that their side is up and running 100%
Query your modem(I'm not sure if it's the same procedure in Windows ME, somebody please correct me if I'm wrong), first make sure your modem is on and not connected to the net, open your control Panel, double-click Phone and Modem options icon, click the modems tab, click diagnostics and click the query modem button. Please post the results here as well as the make and model of your modem.
One last thing you can disable your Idle diconnect time if you don't want that message popping up all the time
