Before you ask yes the hdmi is plugged into the GPU,
Sorry but you have post on a tech forum asking for help but have provided zero information about your computer, the TV or what is actually happening ( or not ) when you try and power up the PC , this makes it impossible for anyone to even hazard a guess as to what is going on.
Is there any signs of life at all when you press the case power on button.

Tv is an ASUS TUF GAMING monitor

No worries but for future reference an ASUS TUF GAMING monitor is not referred to as a TV but as you post in reply #3 above it is a dedicated PC screen, why is this important, your monitor is plug and play so should work as soon as the system is powered up whereas a TV screen has to be told where to look for a video signal from an external device and commonly done by pressing the source button on the TVs handset.
We now know that you are using a dedicated plug and play screen which rules out a settings issue, some questions;
Do you get any onscreen message at all, No Signal is a common one when a screen is okay but it is not receiving any video signal from the computer.
If, you do not get anything on the screen at all, does your screen have an illuminated power button or similar and if it does is it lit up, if yes, what colour is it.
I just got this new PC
Sorry but that is not an appropriate description as new implies that something has not been used before whereas the hardware in this computer dates back to 2018 so this computer while it may be new to you its hardware is used which opens up a whole new can of worms.
From where did you purchase this computer.
Was the computer sold to you with a guarantee that it was in 100% working order.
Did the computer come with any warranty.
