I am using a network to enter to the internet and I can't download any sound files or movie files from the internet. Can any one help me what can I do to solve this big problem.

Are you referring to a corporate computer network? If so, your system adminstrator has defined which types of files are allowed to be downloaded. Many admins block music and video files because they consume a lot of bandwidth.
