It is the responsibility of the Pocket PC (Windows Mobile Device) manufacturer to supply upgrades. However, they often don't. For example, I purchased a "Toshiba" Genio e550G, only to see Windows Mobile 2003 come out within a month. I looked on Toshiba's website, only to find that my Pocket PC was only supported by Audiovox (???), and that they weren't offering an upgrade.
I think that they offer a new Windows Mobile OS around once a year:
There was WM 2002, then 2003, 2003 Second Edition (in 2004), now 5.0 (2005).
