When this happens( the bios screen does not come up first) i first try another power supply to see if it fixes the problem. i have had to fix 10 PS's in the last six months on computer barebones kits because they had cheap PS's in them. Make sure the PS's voltage switch is at 115 volt and NOT on 230volt( a lot of PS's do not even have this switch).
The next thing is to disconnect most of the hardware from the motherboard. Leave only the CPU, CPU fan, memory,hard drive, and video card hooked up. Of course have a monitor and keyboard and mouse hooked up. Listen for a single beep and see if the bios screen comes up. If no beep is heard and no bios on screen, the next thing is to replace the memory( or have it tested). Did the CPU fan come on? If it did NOT the motherboard may be bad. make sure the CPU was inserted correctly and you put the thermal compound between the CP and the heatsink. I put a BB sized drop of compound on the cpu for good coverage. If you still get nothing the motherboard or CPU may need replacing.
When you get a flashing curser in the top left corner, you should have seen the BIOS screen come up first. The BIOS screen tells you what processor, memory, and hardware in IDE channels it see's before it tries booting.
If you did get a bios screen then the flashing curser with the above setup it is time to hook up the rest of the hardware one at a time, rebooting between each hookup to see if anything stops the process. If nothing does you may have to reset your bios to boot from the floppy drive first and see if a win 98 boot floppy will get you to the "A" prompt. If it will do this, reboot and get back into the bios and reset it so it will boot from the cdrom drive first. Before you shut down, open the cdrom drive tray and put your windows CD in, then shut the puter down and restart it. It should start loading windows.
