Can you block a webpage?

Is it possible to block a webpage? I tried to go to "internet options" and i typed in the url that i wanted blocked but then when i went to open the page it still opened. I thought maybe i had to restart the computer for the effects to take place but even when i restarted it I was still able to view the page. Is there a way I can block it for sure? thanks.
