I have tried to over come the problem by lowering the security level and by resetting to default. I have also checked the restricted site but that is blank as I have never used it. If I try to open a web page to buy car parts for instance I am allowed to choose the car type and year but when I press GO nothing happens. The computer tells me in the left hand corner that it is done. Its doing my head in!

Try this:

With all browser windows closed, Go to Start->Run and copy and paste each of the following, hitting ok after each:

regsvr32 softpub.dll
regsvr32 wintrust.dll
regsvr32 initpki.dll
regsvr32 dssenh.dll
regsvr32 rsaenh.dll
regsvr32 gpkcsp.dll
regsvr32 sccbase.dll
regsvr32 slbcsp.dll
regsvr32 cryptdlg.dll

Reboot, then try to access the sites that were giving you problems again.
