I've put a tmobile sim card in my motorola ROKR E1 02 phone but it says enter subsidy password

I found these directions on the internet..

This means your phone is locked by your Provider either to your old SIM or to your Provider (would bet on SIM).

Only your provider can give you the password. After contract expiration it's for free.

Id call your phone service provider and see if they know anything about it.

Bad news, often a provider locks the phone to a certain sim card for the duration of the contract, this is often the case here in Geneva where one thinks one can get the brand new phone at zero francs because one has had a running contract with them for the two years, only to find that it works only with the their sim card, my case exactly since I have a Swiss Ericson nice phone which only take the Orenge sim card even though I live a lot in England now. Oh and Orenge won't budge on this one.

I did a google search and found a few places willing to unlock it for you for a fee, so I think you may have to do that.
